This position is responsible for planning and implementing a variety of professionalplanning duties in the development and implementation of community development plans,projects, programs, and services for the Coeur d'Alene Tribe. Perform complexsupervisory, administrative and professional work in planning, organizing, directing, andsupervising the Public Works Department, including environmental, street, traffic, wastewater collection and treatment facility, garbage and recycling, and other public worksprojects and programs. The Public Works Director also serves as the Engineer responsiblefor the design and construction of the Tribe's Capital Improvement Program. Responsiblefor grant writing and capital budgeting, community facility project design, contracting, andconstruction project management. Must also write reports, business correspondence,planning documents and ordinances; effectively present information and respond toquestions from groups of managers, clients and the general public; work well with otherTribal departments, professional staff, Tribal Council, local governments and the Tribalmembership. Responsibilities Research and design project work plans, budgets and operating plans for proposalsand coordinates with departments and the community of facility needs. Prepares and submits grant applications to federal, state and local agencies forfacilities. Prepares and distributes requests for consultants, architects andconstruction bids. Prepares project construction estimates and schedules, monitors constructioncontracts, reviews progress payments and recommends payment. Coordinates permits and easements for infrastructure with Tribal, City and Countydepartments. Serves as project manager on large-scale interdepartmental or multi-disciplinaryprojects. Plan, assign, coordinate and review the activities of project planners and ensure thatplans and projects are professionally conceived, developed and implemented. Supervise, schedule, assign, coordinate, and monitor the work of professional andtechnical staff. Conducts and participates in special studies of land use, land economics,demographics, transportation systems and other factors relating to zoning andplanning issues. Develops and recommends various land use controls, standards and ordinances.Drafts environmental checklists for Tribal community facility projects. Drafts Tribal road and transportation planning documents including Bureau ofIndian Affairs Road inventory and transportation plan documents. Develops and maintains a computerized database for use in various regionalplanning functions. Prepares and assists in the preparation of special studies, reports, and graphicmaterials related to planning issues. Prepares reports of planning studies and ensures proper records are maintained. Identify opportunities for innovation and improvement; and direct theimplementation of changes. Select, train, motivate, and evaluate Department personnel; provide or coordinatestaff training; work with employees to correct deficiencies; and implement disciplineand termination procedures. Must have strong customer service skills and the ability to defuse tense situationswhile maintaining a professional demeanor. Must be culturally sensitive to a diverse customer population and able to interacttactfully and positively with Tribal members, all levels of tribal staff andmanagement. Must show the highest of professional standards and promotes a positive image ofthe Tribe and its administration at all times. Continuously monitor and evaluate the efficiency and effectiveness of servicedelivery methods and procedures. Requires a Bachelor's Degree in Planning, Public Administration, ConstructionManagement and/or a closely related field. Years of experience may substitute forcollege degree. Three years of experience in project planning, construction project managementand grant writing. Must support the Coeur d'Alene Tribe's: vision, mission, and core values per Coeurd'Alene Tribal Resolution 015(2020). Comply with all other Health policies established by the Tribe or department. No offenses related to dishonesty or theft Must possess a valid driver's license.Experience working with Indian policy is preferred. Must be computer literate and demonstrate experience and knowledge using wordprocessing and spreadsheets. Ability to read, analyze and interpret general professional journals, technicalprocedures or governmental regulations. Demonstrates knowledge of planning principles and techniques, statisticalapplications used in regional planning modeling; transportation system analysis;planning and computer modeling; applicable Federal, State and local laws;regulations, policies, procedures, current literature, trends and regulations.
